ПОДХОДЫ К КОЛИЧЕСТВЕННОЙ ОЦЕНКЕ СТРАТЕГИЧЕСКИХ УГРОЗ ЭНЕРГЕТИЧЕСКОЙ БЕЗОПАСНОСТИ

Задача количественной оценки стратегических угроз рассматривается как важная составляющая прогнозных исследований развития ТЭК. Приводится схема поэтапного решения этой задачи с выделением в прогнозной области зоны нестабильности и определением инвестиционных рисков проектов и вариантов. Предлагается система показателей (индикаторов) для комплексной характеристики угроз возможного дефицита мощностей и неприемлемого роста цен на энергоносители.

APPROACHES TO THE QUALITATIVE ESTIMATION OF STRATEGIC THREATS TO ENERGY SECURITY

The problem of qualitative estimation of the strategic threats is considered to be an essential component of the prognostic research into the energy sector development. The paper presents a scheme of staged problem-solving process which involves the identification of an instability zone in the band of forecasts and the determination of investment risks for the projects and variants. Also, a system of indices (indicators) is suggested to comprehensively characterize the threats of possible capacity shortage and unacceptable rise in the prices of energy carriers.
